According to messages of the Tajik frontier troops, the Kyrgyz side on September 16, 2019 at 18:45 o’clock in the territory of the sports ground of Mahalia Bakhor of rural jamia of Ovchi-Kalacha Bobodzhon Gafurovsky of the region of the beginning construction of an unknown construction. Similar led action to discontent from inhabitants of a makhallaa of Bakhor and they demanded the termination of construction works. However the Kyrgyz side mobilized the military forces consisting of 250-300 people for the place of events. Then they began to resort to provocative actions and opened fire towards unaided citizens of a makhallaa of Bakhor [1]. On September 15, 2019 according to the press secretary of the hukumat of Isfara the Kyrgyz side brought construction materials for construction of the check point between Isfara and Vorukhom that will lead to problems at movements. As there is no certain road between Isfara and Vorukh, and existing to pass through the village Aksay of Batken region of Kyrgyzstan. Similar action from the Kyrgyz side contradict the protocol signed in 2014 between Tajikistan and Kyrgyzstan prohibiting carrying out any construction works in disputable sections.

As a result of firing from the Kyrgyz side 12 Tajik civilians suffered on September 16, and died three soldiers. Among them there is lieutenant colonel Ubaydulloyev Rustam Amonulloyevich born in 1984, the private Islomov Ramazon Akhmadovich of 1998 of year of birth, the native of jamia Chorgulteppa of the Vakhsh district and the private Suvanov Giyesiddin Nadmidinovich of 2000 of year of birth, the native of jamia Zardor of the Tursunzoda district of the Sughd region. All three dead were buried on September 17 with honors.

Extent of the Tajik-Kyrgyz border is 976 km from which delimitirovana also are demarcated 504 km, and more than 400 km of border have the status of disputed territories which also to treat Vorukh-Aksay.
