For the purpose of ensuring accomplishment of the Presidential decree of the Republic of Tajikistan of Emomalii Rahmon of February 8, 2017 the No. 835 Resolution of the Mayor of 26.10.18 No. 577 about accomplishment of points 14 and 15 of Articles 8, the 13th department of affairs of religions, regulations of traditions and celebrations of city self-government is developed. According to the plan, in 10 agricultural communities and 22 makhallinskikh committees with participation of heads of law enforcement agencies and law enforcement agencies they constantly work with the population concerning participation of citizens.
Besides, religious meetings on which the religious books dominating in the religious market are on sale are held on city markets and in outlets where religious books, as a result of joint raids are on sale from officials of the religious sector, regulation of traditions and celebrations in cooperation with Department of social development and community local government. Salafi propagandists are completely liquidated, and sellers of such literature are warned. Heads of teahouses of “Hodzhi Mokhammadi”, “Hodzhi Mavlon”, to Orz and other cafes and teahouses.
Today from 91 registered students in sector 86 came back home. Unfortunately, today 5 students are abroad. Officials in this sector will take necessary steps to return those students who did not return home, and regularly to carry out explanatory work with the parents and relatives.
The religion, regulation of traditions and ceremonies of Executive office of the city government gives religious education and training in citizens, especially to youth and teenagers, according to the current legislation of the Republic of Tajikistan.
In the cities and the villages of Istaravshan till 2018 seven communal mosques and 74 fivefold mosques according to requirements of the Law of the Republic of Tajikistan “About Liberty of Conscience and Religious Associations” were registered. Activity of 12 mosques was stopped because of non-compliance with point 1.2 of Article 10, point 1.2 of Article 32 of the Law of the Republic of Tajikistan on liberty of conscience and religious associations, and mosques were transformed to public places. From this number four mosques were stopped (the mosque “Guzari 41” from local committee “Zafar”, the settlement of Dilshod, jamia of the village of Kalachay-Kalon).
As a result of checks and raids police officers revealed 23 cases of a prayer in unplanned places and fined guilty persons according to part one of Article 474 of the Administrative Code of RT.
Religious associations of the city always volunteered to support the initiative and to follow instructions of the city of Istaravshan. In honor of the international holidays Nowruz and the holidays Fitr al-Fitr of the mosque provided financial aid to the needing families, disabled people and orphans for the total amount of 81,650 somoni.
It should be noted that 7 orphanages are connected with 15 orphan children, and every month means are transferred to their accounts in Amonatbank due to donations.
The pilgrimage of citizens was performed according to the instructions given by agricultural communities and makhallinsky committees, and 149 pilgrims were registered and sent for visit of the God’s House.
