Speech by Rustam Azizi, Representative of the Republic of Tajikistan in the OSCE 09/25/19

 

The Republic of Tajikistan supports all international conventions related to the issue of combating violent acts. So, according to article 189 of the Criminal Code, actions aimed at inciting national racial and religious and local hostility and hatred, as well as punishing citizens on the basis of their national religious and party affiliation using the media or are publicly a crime, and is punishable by law.

Recommendation: Unfortunately, the OSCE presents a platform for organizations and movements that are recognized as terrorist under the law of the Republic of Tajikistan and whose ideology includes religious intolerance and the promotion of violence. I would like to refer to the book of the spiritual father of PIV, who openly promoted violence in Tajikistan. He divides the citizens of Tajikistan from non-believers and non-believers and considers the latter non-believers as non-full citizens. He calls the territory of the Republic of Tajikistan “Dor-ul-kharb”, “Dor-ul-kufra”, which means that citizens of this country (territory) must be held accountable before a religious court. In other words, uses the rhetoric of jihadists and ISIS. Supporters of Independence during the period of Independence published a number of books that advocated violence and jihad among the hearts of the population. After re-registering themselves with other movements and coalitions, they continue to propagate violence and hostility between peoples, which can be observed on the Internet and social networks.

Based on this, we urge the OSCE-ODIHR to prohibit the participation of these organizations in such reputable world venues.
