If in 2018 the feasibility study of the IRP was very close to failure, but still agonized, then in the outgoing 2019 it suffered a complete collapse on all fronts.
They do not recognize it, prohibit it and consider it terrorist-extremist in all CIS countries, the Collective Security Treaty Organization, the Shanghai Cooperation Organization and practically in all EU states. These organizations are extremely wary of the United States, as well as in many other countries. After all, the military personnel and civilians of these states, performing a humanitarian mission in Tajikistan, over the years have become victims of numerous terrorist attacks of the feasibility study. Therefore, its members are shunned, feared and sought.
On September 29, 2015, by a decision of the Supreme Court of Tajikistan, PIV was recognized as a terrorist-extremist organization (TEO PIV), the activity of which is prohibited in the territory of the Republic of Tajikistan.
By a decision of the Council of the Shanghai Cooperation Organization Regional Anti-Terrorism Structure (SCO RATS) No. 251 dated September 21, 2011, a feasibility study on January 21, 2016 No. 70 was included in the List of terrorist, separatist and extremist organizations whose activities are prohibited in the territories of the SCO member states. Also, in accordance with the Decision of the Committee of Secretaries of Security Councils of the Collective Security Treaty Organization (CSTO) of June 8, 2016, the feasibility study of the IRP was included in the List of organizations recognized as terrorist and extremist in the CSTO member states, under No. 65.
Of the 57 OSCE participating States, thirteen countries that are also members of other international political and law enforcement structures (RATS SCO, ATC CIS, CSTO, Interpol) recognized the party as a terrorist and extremist organization. Information about active members of the feasibility study of the IRP and its leader M. Kabiri were included in the Unified Search Register of these structures. That is, the international community unconditionally recognized the IRP as a terrorist organization, took into account the irrefutable facts and evidence, took into account the fact that the hostile activities of the TEO IRP to instill in the public consciousness extremist views on traditional Islam led to a fratricidal war that claimed more than 150 thousand lives. The country’s economy was damaged in the amount of $ 7 billion dollars, 2 million citizens became internally displaced persons and fled to neighboring Afghanistan. The Tajik leadership had to recover the losses directly, but without any constructive participation of the IRP, whose representatives were sitting at that time in the country’s Parliament.
During the years of the Civil War (1992-1997), illegal armed groups of the TEO IRP committed acts of terror against prominent state and public figures of Tajikistan, civilians. Robberies, robbery and hostage-taking for the purpose of ransom, followed by their murder with particular cruelty in the spirit of the militants, the so-called “Islamic State”, formed the basis of the activities of the PIV groups. The militants of this terrorist-extremist organization cracked down on the inhabitants of Tajikistan with barbaric, basmatic methods of the 1920s. Exactly so – foreign tourists were brutally killed with knives and an ax by members of the TEO IRP, including citizens of the OSCE member states. At the same time, ideological mentors in the face of the TEO PIV leadership repeatedly showed their true face: aggressive methods of conducting discussions and unacceptable methods of political struggle.
Reliable materials are regularly published in the media, documentaries are shown, where direct participants and witnesses of the TEO IRP crimes talk about the deed, confirming the guilt of its members. The activities of this organization are exposed by leading scientific associates of the Academy of Sciences of the Republic of Tatarstan, lawyers, analysts, experts and journalists (S. Mirzorakhmatov, F. Rakhmonien, S. Akbarov, K. Nazarov), who popularly laid out “goals, methods, strategy and tactics of political activity of the head of the feasibility study of the IRP M. Kabiri. At the same time, legal scholars did not leave “a stone unturned”, they completely destroyed the intentions of the latter to fool the world community, voiced its personal and commercial interests. No wonder they say that once he lied, he will deceive many times.
Therefore, when September 16-26 this year in Warsaw, M. Kabiri was going to speak at the OSCE conference “On the Implementation of Measures in the Field of the Human Dimension” with a detailed report, he was given the floor only at the last moment, literally for a minute, between things. And the chairman of the TEO IRP, as expected, did not say anything new, evidence-based or intelligible. This time, the organizers of this event finally realized who they were dealing with, and took into account the prevailing opinion of the participants – not to give the floor to the head of the terrorist-extremist organization. After all, the procedure for selecting and registering participants is strict. Candidates are carefully considered and evaluated, receiving nominal invitations according to their reputation, social status and law obedience. And only in the case of preliminary approval of their stated statements are included in the list of key speakers.
Abiri in the established categories did not pass. This corresponds to the status of the OSCE, as well as to the interests of Tajikistan’s participation in this organization, dictated by the need to maintain and strengthen security at the national, regional and international levels.
As indicated above, the insight of the sensible public, including the organizers of the OSCE conference, was facilitated by new evidence and evidence, as well as research by scientists, documentary journalism about the emergence, activities and collapse of the TEO IRP, its ideology and the failure of the created alliance. Of the recent works, analytical materials by the adviser to the director of the Center for Strategic Studies under the President of the Republic of Tajikistan Abdullo Rakhnamo, Chairman of the National Movement of Tajikistan Hokim Muhabbatov, senior researcher at the Institute of History, Archeology and Ethnography of the Academy of Sciences of the Republic of Tajikistan Abdullo Gafurov and other authors who scientifically substantiated the tragic, destructive role of the feasibility study have gained popularity. Earlier, video evidence was published that also confirmed the guilt and criminal plans of the TEO IRP, its leaders, activists, militants, sponsors and supporters on the eve of the parliamentary and presidential elections in Tajikistan in 2020 (“Invisible Roots”, “Terrorist Attack – 1996”, “Sadokati razolatpush” ”(Imaginary fidelity),“ The traitor Abu Usoma Noraki is an active member of the IRP ”,“ Return from Hell ”, etc.). And this is only a small part of the evidence of the terrorist activities of the IRP, which in the 90s. of the last century, with the ideological and financial support of foreign special services, it took advantage of the inexperience of the government of the Republic of Tatarstan and the naivete of the people “intoxicated” with their gained independence. The ideologists of the feasibility study carried out a bet on the intelligentsia and youth, who were massively sent to pilgrimage and study in Islamic countries. Fortunately, today, young people are not as blind as before. A firm reasonable position was reflected in the substantiated statements of Zarif Alizod, Muzaffar Ashurov, Rustam Khaidarov, Kamol Samiev (former member of the TEO IRP), Vafo Alibekova on the sidelines of the OSCE conference in Warsaw. So, Hikmatullo Kholikov and Aminjon Abdurahimov expressed the opinion of a regional student who is actively opposing the activities of the feasibility study. It is important that it is the representatives of the new generation who are competently opposing the ideology of this terrorist organization, expressing disagreement and protest. But, unfortunately, many young people for various reasons are still being convinced, deceived and promises of a feasibility study. This happens both in Asian countries and in Europe. Consequently, the refusal of the OSCE to provide the tribune of M. Kabiri, which turned a legal political party into a terrorist organization, and the bankruptcy of the latter on the sidelines of a high-level conference once again confirms the correct course of the Republic of Tajikistan in the fight against the terrorist threat and the solidarity of most states with it.
However, today the feasibility study of IRP, with the participation, financing and under the direct supervision of foreign intelligence services, continues to criminal activity in Tajikistan, terrorist threats from it do not stop. And this is not an empty phrase. So, in May 2018, while illegally crossing the Tajik-Afghan border in the Ishkashim region of the GBAO of the Republic of Tajikistan, 4 fighters of the TEO IRP were detained, who confirmed their hostile intentions regarding the constitutional order of the Republic of Tajikistan. Also, in 2018, the RT special service prevented a terrorist attack in the area of deployment of the 201st air-defense system in Dushanbe. Detained 13 citizens of the Republic of Tatarstan – members of the feasibility study of IRP, trained by foreign instructors. And on June 27, 2019, when the people of Tajikistan celebrated the anniversary of the Day of National Reconciliation and Concord, a specially prepared group of TEO-IRP of 4 people also tried to enter the Republic of Tajikistan with hostile intentions. Its task included committing terrorist acts against the country’s leadership and members of the government, carrying out sabotage in crowded places, explosions at strategic facilities and life support centers. Members of the group were detained by law enforcement agencies.
In addition, it is reliably known that in order to organize a series of terrorist attacks and destabilize the situation in Tajikistan before the parliamentary and presidential elections of 2020, more than 40 members of the feasibility study, sent by foreign special services, were trained in terrorist camps. According to military experts, at present, up to ten thousand militants of various groups are operating near the long Tajik-Afghan border, including militants from a feasibility study, having military-sabotage training, and not stopping attempts to break through into Tajikistan under the banner of other international terrorist organizations .
So, the terrorist-extremist organization of the Islamic Renaissance Party in the outgoing 2019 was defeated on almost all fronts. Practically, because today, despite the fact that her ideological mentor is known for certain, cover
an individual and a sponsor, numerous crimes of its members have been proved, which testify to this, the TEO PIV, with the last gasp, is struggling to wage an information war in the media and social networks. For this purpose, a number of sites were created by foreign curators, most of which are prohibited by the Supreme Court of the Republic of Tajikistan – (“Pay.net”, “Vostoknews”, “Ozodandeshon”, “Kimiyei Saodat”, “Akhbor.kom”), the television studio “Sadoi Mardum” ”(Voice of the people) and paid for the radio“ Ozodi ”- in a short time turned into a mouthpiece of propaganda of the feasibility study. Daily materials are published here that accuse the Tajik leadership and elevate the feasibility study to the sky. But such attempts, lies and slander of the TEO PIV are “sewn with white thread”, which crumble to dust without any evidence. The organizers of terrorist and sabotage actions, testimonies of detained performers, facts confirmed by numerous eyewitness accounts, disclosed terrorist financing schemes, etc., exposed by the law enforcement bodies of the Republic of Tajikistan, serve as weighty arguments against the false baseless information of the TEO IRP minions.
It is clear that the main goal of the feasibility study of the IRP, its ideologists and sponsors was and remains the creation of an Islamic state not only in Tajikistan, but also in other countries of Central Asia and the region. However, feasibility studies have no longer had any chances for its implementation.
