Sensation in the OSCE: FS IRP finally defeated

An annual OSCE Human Dimension Meeting is taking place in Warsaw these days, at which participating countries discuss current security and human rights issues. Tajikistan has always actively participated in this event, discussing current issues at its various thematic platforms that are of concern to the OSCE participating States. From Tajikistan, not only an official government delegation, but also representatives of civil society always take part in this event, and in recent years their number has increased markedly and this year the delegation of Tajikistan was one of the largest in terms of the number of participants from non-governmental organizations. Within the framework of this meeting, representatives of the civil society of Tajikistan have the opportunity to discuss various issues, identify problems that exist in Tajikistan with representatives of the official government delegation.

The current summit is no exception. The official delegation of Tajikistan is led by Assistant to the President of the Republic of Tajikistan on Legal Issues Zarif Alizoda. Within the framework of this summit, the official government delegation conducted fruitful work in many areas. In particular, the head of the Tajik delegation addressed the plenary meeting and noted the positive dynamics of the actions of the Republic of Tajikistan in the implementation of obligations in the framework of ensuring human rights in the country. He also touched on issues of cooperation between Tajikistan and the OSCE and the successful joint implementation of projects and programs.

Also within the framework of the OSCE Human Dimension Implementation Meeting, the Tajik delegation met with the Director of the OSCE / ODIHR, Inhibierg Gisladottir. The head of the Tajik delegation, Zarif Alizoda, briefed the OSCE / ODIHR Director on the human rights situation in Tajikistan, as well as on the fulfillment of the commitments made by Tajikistan under various international conventions and programs. In turn, Inhibjerg Gisladottir, who recently visited Tajikistan, noted an improvement in the field of ensuring human rights, as well as other processes of development of a democratic society in the country. The issue of possible participation of the OSCE / ODIHR in the upcoming parliamentary and presidential elections in Tajikistan was also considered.

However, all these positive aspects that took place within the framework of this summit are overshadowed by the OSCE’s manic position with regard to the terrorist organizations banned in Tajikistan – the Islamic Renaissance Party and Group 24. The OSCE was created as a “security organization” and its task is to facilitate the processes of maintaining peace and security in the world, and not act as a platform for the spread of extremist and terrorist ideas. In fact, the participation of representatives of these terrorist organizations in this event is nothing more than assistance in spreading such an ideology. The task of these people is not to conduct a constructive dialogue – their task is to undermine it. Representatives of the so-called opposition forces of Tajikistan directly speak of this. So, D. Atovulloev in his interview noted that at the last few meetings within the framework of the summit there is a confrontation of the parties. The attacks of the young opposition (which are the members of the IRPT and Group 24) against the government delegation put us in an awkward position. ”

This statement by D. Atovulloev indicates that there is no unity in the ranks of the so-called opposition forces. Each group pursues its narrowly political interests, which have nothing to do with the loudly proclaimed goals of building a democratic and legal state in Tajikistan.

Particularly regrettable is the position of a number of high-ranking OSCE representatives who note that the Islamic Renaissance Party of Tajikistan and the Group of 24 are not terrorist and extremist organizations, since this fact is recognized only in one country, in this case in Tajikistan. That is, the fact that they tried to carry out a coup d’état by military means, to plunge the country into a new abyss of war, is not sufficient to be recognized as terrorist movements on a global level. The OSCE representatives and the recognized fact of the presence of the IRPT and Group 24 with recognized terrorist movements, such as the Islamic State, Al Qaeda, and the Taliban, that their supporters are fighting on the side of terrorists in Syria, do not bother not really hiding their ideological affiliation. Such a position of the OSCE representatives in our opinion is very short-sighted. There are no good and bad terrorists and extremists. All their actions are identical regardless of the country and ideology pursued, be it the Irish Republican Army, the Basque separatists or the Islamic Renaissance Party of Tajikistan. All their methods are not laws and are inhumane, directed to destroy innocent people, undermining the foundations of the state. Therefore, the OSCE should not distinguish between such entities and allow them to participate in its events.

The fact that the IRPT and group 24 pursue by no means good intentions became clear during this summit, where they showed their true face that even their comrades-in-arms turned away from them. Their actions clearly demonstrated once again the rotten essence of their ideology, in which the violent overthrow of power, the killing of people who do not agree with their point of view is prevailing. From the high rostrum of the OSCE, they once again demonstrated that they do not care about the prosperity of Tajikistan and the development of the Tajik people. Their goal is to again sow fear and hatred in the hearts of Tajik people, doom to poverty and vegetation, to become vassals of certain groups and states. But they don’t understand one thing – the Tajik people once passed through this mess, into which they pulled the country into the beginning of the 90s and will no longer allow this. And all their actions now are pathetic attempts to attract attention to themselves. Because now Tajikistan is at the stage of its rapid development and in the minds of people their crazy ideas have completely lost their relevance. And the OSCE should not by its actions support their illusion that they are freedom fighters. They were, are and will be terrorists, which was clearly confirmed during this OSCE summit.

In conclusion, I would like to note that Tajikistan has always advocated and will advocate constructive forms of dialogue to solve problems and issues in the field of security and human rights. This was confirmed during meetings with the OSCE leadership. However, the participation of representatives of the IRPT and other extremist forces in OSCE events can nullify all constructive discussions and discredit all activities in this area.
