On September 16-26 of this year the Organization for Security and Cooperation in Europe passed the About Accomplishment of Measures in the field of Human Measurement conference in Warsaw.
It was expected that here by M. Kabiri tradition, the head of the feasibility study of IRP banned by the Supreme Court of the Republic of Tajikistan will make the developed report. Especially, earlier that regularly said that time will come, and he will publish some important exclusive data. Time went, and Kabiri was silent. In Warsaw it was given the floor only at the last minute, according to two-minute regulations. In advance it was supposed that Kabiri will not be told by nothing new and evidential. But “results” of the senseless mutter of Kabiri which is coming true for terrorist attack concerning foreign tourists last summer, shifting fault to ISIL exceeded all expectations. Kabiri performance at a mestnichkovy meeting of the feasibility study of IRP on “sidelines” conferences of OSCE were also pale, vyalotekushch, are incoherent and unintelligible, as well as plaintive speeches of his henchmen, “as what have no ideas and thoughts, remind hounds of dogs who were violently dragged on hunting, but those do not wish to run”. During the conference of OSCE in Warsaw they, everyone and all together, “did not peddle old stuff”, did not publish anything new, sensational. This unproductive verbal process from the feasibility study of IRP, representatives of Alliance and other opposition and also their extremely unworthy behavior very precisely was described by the eyewitness – Abdullo Rakhnamo in article “Along with extremism threats. Or seven short notes from seven days of the Warsaw conference”. Also it should be noted a huge difference in behavior and the business approach to this conference of government delegation and representatives of the feasibility study of IRP and Alliance that very much was evident to people around. According to remarks of the last, internal split in the ranks of the feasibility study of IRP which delegates without ceremony “scolded is obvious, called and blackened each other”.
It is unconditional that presence of representatives of the feasibility study of IRP and opposition in general, their unsubstantiated, flimsy performances did not do them good and only finally revealed their weaknesses, showed almost final fiasco of both those, and others.
The conference of OSCE lost nothing but only it would keep the authority and a statusnost if Kabiri and his henchmen did not participate in it. As in case of granting the site of OSCE for participation and a performance of activists of the feasibility study of IRP at the Warsaw conference, the general problems of safety declared in statutory documents of OSCE are called into question.
Besides, further OSCE should considering that the countries supporting the terrorist and extremist organizations which is among IRP promoting their participation at high conferences bear responsibility for security in the region. A powerful argument of what Kabiri was ignored here and “gave a ride” also the fact that from 57 State Parties of OSCE, thirteen countries are included also into other international political and law-enforcement structures (the CIS, SCO, the CSTO, the Interpol) which recognized IRP the terrorist and extremist organization is. Organizers of a conference and state members of OSCE at last understood and considered all truth concerning the feasibility study of IRP – about its formation, the true purposes and intentions, terrorist methods of their achievement, the criminal activity for 30 years which brought to Tajikistan human losses, a grief, ruin. Among the victims of the feasibility study there is IRP not only more than 150 thousand citizens of RT. For years of a civil war the armed fighters of this party took hostage and killed more than 150 foreign citizens, including military personnel, employees of the international organizations, human rights activists, diplomats, journalists, representatives of other religions, UN observers. Among them there are a lot of citizens of the member countries of OSCE which were carrying out a humanitarian mission. At that time damage of 7 billion US dollars was caused to economy of Tajikistan. 2 million citizens became displaced persons, fleeing to the neighboring Afghanistan. It was necessary to restore replenishable losses directly to the management of RT, but without any constructive participation of IRP which representatives sat at that time at Parliament of the country. Now the main attention of the management of the feasibility study of IRP and its sponsors is concentrated on strengthening of own positions and material and financial base, anticonstitutional promotion and training of fighters saboteurs. For OSCE it is important to consider that after prohibition of activity of the feasibility study of IRP its management and active members fled to Afghanistan, Pakistan, Iran, Turkey and a number of the European countries, using territories of foreign states as the base for conducting terrorist and extremist activity against the Republic of Tajikistan. Efforts of the known intelligence agencies in the territory of Germany, Austria and Poland created the operating and “sleeping” cells of the feasibility study of IRP. For arrangement of the management of the feasibility study of IRP in the countries of Europe it financial resources through shadow schemes regularly arrive. Here activists of the feasibility study of IRP meet the foreign ideologists and sponsors directing and controlling their activity. The last will organize and pay participation of members of the feasibility study of IRP in an annual meeting of OSCE for human rights, deciding that they should speak there.
But today enlightenment of the sane public, including organizers of a conference of OSCE, was promoted by new proofs and certificates and also researches of scientists, documentary journalism about emergence, activity and crash of the feasibility study of IRP, its ideology and insolvency of the created alliance. From the latest works the popularity was received by analytical materials of the adviser to the director of the Center of strategic researches at the President of the Republic of Tajikistan Abdullo Rakhnamo, the Chairman of the National movement of Tajikistan Hokim Mukhabbatov, the senior research associate of Institute of history, archeology and ethnography of AN of RT Abdullo Gafurova and other authors who scientifically proved a tragic, destructive role of the feasibility study of IRP in the history of the Tajik nation.
Earlier the video evidences which are also confirming fault and criminal plans of the feasibility study of IRP, her heads, activists, fighters, sponsors and supporters on the eve of the parliamentary and presidential elections of 2020 in Tajikistan (“Invisible roots”, “Terrorist attack – 1996”, “Sadokati разолатпуш” were published (Imaginary fidelity), “The traitor Abu Usoma Noraki – the active member of PIV”, “Return from hell”, etc.). And it is only a small part of proofs of terrorist activity of IRP which in the 90th of the last century at an ideological and financial support of foreign intelligence agencies used inexperience of the government of RT and naivety of the people which are “got drunk” by the found independence. Ideologists of the feasibility study of IRP relied on the intellectuals and youth who were sent in large quantities to a pilgrimage and for study to the Islamic countries. Fortunately, today young people are not so blind as earlier. The firm reasonable position affected in Zarif Alizod, Muzaffar Ashurov, Rustam Haydarov, Kamol Samiyev’s reasonable performances (the former member of the feasibility study of IRP), Vafo Alibekov fields of a conference of OSCE in Warsaw. So, Hikmatullo Holikov and Amindzhon Abdurakhimov expressed opinion of the regional students which are actively opposing activity of the feasibility study of IRP. Pleases that representatives of new generation competently resist to ideology of this terrorist organization, expressing disagreement and a protest. But, unfortunately, many young people for different motives are still conducted on beliefs, deception and promises of the feasibility study of IRP. It occurs both in the countries of Asia, and in the territory of Europe. Therefore, the refusal of OSCE in granting a tribune of Kabiri, turned legal political party into the terrorist organization, and complete fiasco of the last on fields of a conference of high international level once again validates a rate of the Republic of Tajikistan in fight against terrorist threat and solidarity of most the states against it. Society needs constructive, democratic opposition, but not terrorist as IRP which without any tricks and conventions will be is cost on a position of the secular democratic state. All this once again claims that the terrorist and extremist party of Islamic revival finally became the political and ideological bankrupt.
