NATIONAL solidarity along with extremism threats. Or seven short notes from seven days of the Warsaw summit

 

Monday, 23.09.2019. NIAT “Hovar”/. As it was reported earlier, today in Warsaw there takes place the annual Conference of OSCE on human rights. From this week there passed two weeks. Though results still far, one of seven key moments for the last seven days, Abdullah Rahman, the member of the government of the Republic of Tajikistan, noted that we will present them to readers.

First. Official delegations from 57 State Parties of OSCE and about 40 regional and international organizations participate in an annual legal conference in Warsaw. And if we so say, many countries are introduced by public, non-governmental and oppositional groups, and the field of activity of a conference becomes clearer.

Nevertheless, policy such is that each state or the speaker has only about 2 minutes that never happens enough for consideration and the solution of questions of human rights. How about two minutes? As all know about it, using time, these two words cause slander and set following in motion. According to the servant, this session is not neither scientific, nor the worker, and its purpose, apparently, is not perception of questions of human rights. More likely, it is more similar to the political scene where subjects express the positions and interests conscious and open protection of any state or group. It not the decision and not result. Therefore, perhaps, there is no need to take this session so seriously in the future.

Secondly. From the very beginning at a meeting there was an official delegation of Tajikistan: delegation of the State Parties of OSCE, namely delegation of the states and at the level of the state. It also consisted of competent and skilled people concerning the agenda of a conference, and each person has responsibility, competence, vision and experience in the area.

Contrary to media reports, presence government officials were not reaction neither to opposition, nor to their answer. Negotiations, discussions and tricks with them were not included in instructions. The lack of these faces did not interest delegation at this meeting. Within a week both state policy, and public realism were revealed, and some wrong representations of audience were corrected. On the first week the delegation successfully finished the mission.

But the delegation was slow. Personally in the Tajik national culture I welcomed and respected each compatriot whom I met in the hall and on the road. And with the famous opposition, and with many unfamiliar young people. And if such opportunity appears, I as the citizen and the teacher, all heart urged these young people to protect image of the nation and stability of the country. Some of them were surprised with a greeting of the slave and untied the fists on the shoulders, but it was not a shame to me to send the greetings and messages from my people. I was proud that arrived from the country and the nation and felt that I have such moral right.

The face of opponents was a striking example of political culture and ethics of the Leader Nation that we repeatedly observed in peace process of Tajiks: then there was a war in Tavildar and Rasht. The leader of the nation with a smiling face got up from a patriotic position and urged opponents to return to an axis of national values and interests: “Domullo, to us is time to come back to Tajikistan, to build the homeland…”.

Thirdly. Oppositional representatives of the state also widely were present at this action, and in it “the free city” more than 60 people took part. Only the personnel of “Group 24” consisted of 21 persons. Divergences are led also round in corridors. There were immigrants and young people, reforms and mechanisms and so on. Till today I had no practical idea that between people and groups there were so many distinctions that we call them “opponents” from within. Often they did not welcome each other, first they offended each other, they called each other by pseudonyms which I could not write here, all were right and wrong … Many introduced services and projects of each other. For example, Izzat Hamon did not arrive in Moscow where the opposition waited for him as the new opponent at a narrow stage of opposition with fast blow and dozen of speculation about his new plan and the following step …

Even members of one group lost each other when they found an opportunity. The atmosphere was complete of blackness. It was so awkward that Dododzhon Atovulloyev, the leader of patriotic opposition of mountain and veteran opposition, wrote on the page: “For the first time it became a shame to me with the opposition!”,

Fourthly. The behavior of representatives of oppositional groups also was inappropriate. These groups became so disappointed and inefficient, in each of which there were several young people aged from 20 up to 25 years which never had a level and powers for a protest. They do not introduce opinion or introduce a position. They had two roles in this environment: first, they have to hold rituals and sessions against those who arrived from Tajikistan to discredit, humiliate, please, or to provoke, and, secondly, to do saturated texts complete of a lie and slander. read it. The scene was confusing. And one more skill which was acquired by these young people, – gloomy record of the Tajik behavior. Sat, walked, ate and, of course, shot scenes from a toilet from Tajikistan. I asked several of them where you, the young man, learned this trick? And unless it is not the oppositions level? You call for reform and the power!

Fifthly. The National alliance of Tajikistan was other phenomenon about which I most of all learned at a meeting. I already mentioned in chapter about this organization that there is neither “precept”, nor “national”. However, unlike media, all performances of the organization and its subcontractors at a conference once again showed that there is no serious potential actually. From the personal point of view, some who were brought from party such as Ravshan Temurian, Timur Temur and Alim Sherzamon, on the contrary, became a confusion object because of the silly, dead and indifferent statements. Perhaps, for them it would be more useful to step on the stage and to tell several words from the head GUP “Cabiri” which coped with a situation. Because those who have no ideas and the ideas got to a trap of those who are forced to hunt and are inclined to run. As the listener of a conference I can tell that even the words of few 24 “young people” were much more live, than agreements. While representatives of “precept” seemed gloomy, suppressed and disappointed, these young people had, at least, the same mentality and energy. Therefore I told them when you face to face to return to the country, use this spirit and energy in design and improvement of your homeland…

Sixthly. Participation of civil society of Tajikistan in the Warsaw conference became the new phenomenon for the servant. Were present several journalists, public figures, non-governmental organizations and ordinary citizens. In the first day when I saw the person in knitwear and the Tajik dress in a conference room, I thought that they can be members of a party. But when they speak, they feel so strongly that they are proud of the homeland, the nation, the world and stability.

The seventh. At last, last night the Polish youth and students in Poland held an analytical conference under the name “the Republic of Tajikistan: national solidarity against extreme threats” which in the message, perhaps, was more important, than a Warsaw conference. It united a wide range of opinions of people and representatives of various cogitative groups to speak about the general national values. Yes, the state, the government, the power in the official and political duties fight and resist to extremism, but the culmination of this meeting was the fact that intellectuals, intellectuals and scientists of Tajikistan, irrespective of their political and cultural situation, act against. common threat, that is extremist and destructive thoughts. Hokimshokh Mukhabbatov, the head of the Tajik national movement in Russia, on the basis of the wealth of experience noted that religious extremism and involvement of youth in extremist and destructive groups today not only in Tajikistan, but also in the conditions of external migration and education for each young citizen and the citizen. we pose a threat…

In conclusion, if we leave the state alone in fight against extremism and against destructive groups today, each of us will be one against this threat today. Hossa is people of science, culture and losses.
