Speech by the Government at the OSCE meeting on 18.09.2019. KHOLIKOV HIKMATLLO (The Community of Tajikistan)

 

First of all I want to convey the words of the Tajiks living in Kazakhstan to the audience: How can such a prestigious organization as the OSCE invite today’s terrorist and extremist organization of the Islamic Renaissance Party? They are criminals. But they call themselves opposites. Opponents are representatives of political parties and movements who disagree with the current government policy. The IRPT and other so-called opponents have not been registered with any of the authorities.

The FSA had committed a number of crimes in the 1990s and launched an imposed war. As a result, hundreds of thousands of people were killed and more than $ 10 billion was inflicted on the country.

I was reminded of this by reminding the OSCE of the difficult period in the life of the Tajik people. The OSCE has been active in the process of establishing Tajik peace and is in the process of becoming an activist.

Journalism in the Republic of Tajikistan is unique. The establishment and development of independent media dates back to the early 1990s. The first media law was adopted at that time.

The rights of journalists, freedom of speech, expression, publication and use of the media are protected by the Constitution of the Republic of Tajikistan.

Unfortunately since 1992 the critical period for Tajik journalism began. The threatened war, and eventually the emigration and refugee population of the country, was registered. More than 150,000 people have been killed by terrorist and extremist organizations. I would like to note that today the main organizers of the imposed war in Tajikistan are in the hall under the guise of public and non-governmental organizations.

Today, the media freedom situation is stable and meeting all international requirements. The journalists are provided with all the necessary conditions.

In cooperation with international organizations, a law on periodicals was adopted, which prohibits all forms of interference and influence in the work of media. Journalists have a wide range of rights and obligations.

Access to information is at an appropriate level. According to the Resolution of the Government of the Republic of Tajikistan, all state bodies are obliged to hold at least two news conferences and answer questions of journalists.

At the same time, there are cases when journalists use their positions for financial gain and abuse on behalf of the journalist. These people are subject to scrutiny under domestic law.

I would like to shed light on some aspects of the participants’ previous speeches.

Regarding the closure of print media in Tajikistan, it should be noted that last year two independent print media – Ozodagon and Pike, were shut down in the country. The reason for the shutdown is the transition of readers from print media to electronic media. Because of not buying newspapers, these publications were in debt to the printing houses. This point was also mentioned by other countries’ representatives and this factor is quite common.

As for the mass migration of Tajik journalists abroad, this point is far from true. Several journalists left the country last year for higher wages. Their migration is purely financial.

SAMIEV KAMOLJON (REPRESENTATIVE CIVIL SOCIETY)

I am the leader of a non-governmental organization operating freely in Tajikistan. The role of the media in Tajikistan is impressive. Tajikistan creates the necessary conditions for freedom of expression, and the principle of freedom of expression is followed. In a very short period of time, Tajik journalists have been able to describe all aspects of the country in their articles and enter into the lives of all sections of society. At the same time, the article showed many of the illegal activities of some circles, exposing their true image in society that the Tajik people certainly do not support them. As a proof, I have magazines that I submit to the OSCE Secretariat.

In the context of globalization, the work of the media has become much easier, taking into account the use of technical means. The transition from technical printing apparatus to modern electronic devices increased the working conditions and the audience. However, in the context of transformation some journalists have lost their jobs and gone out of the way, which was mentioned several times during the event. But there is also a misuse of these conditions, and some pseudoscientific journalists have been working in Europe in the name of asylum seekers to leave the country for free. I urge such individuals to be journalists in the right way, to earn money, and not vice versa. At the same time, we are asking the OSCEthat does not give the stage to such a reputable organization to the beneficiaries.

ZARIF ALIZODA

In the Republic of Tajikistan, there are legal grounds for protecting journalists. In 2012, articles on abuse were removed from the Criminal Code. The issue of spreading false information by journalists as a civil trial is now being resolved.

Also, according to the laws of the Republic of Tajikistan criminal penalties for obstructing the activities of journalists.

Unfortunately, we are talking about the rights and freedoms of journalists, but we are not discussing this category. Only the joint consideration of rights, freedoms and obligations can solve the problem of journalism.

We must study the issue comprehensively. Earlier presenter Humayiro Bakhtiyor said he was harassed and harassed. If Bakhtiyor was persecuted by the authorities, he could not leave the country. Named for publishing refugee status in Europe, he published several anti-government articles on extremist content calling for a constitutional change. This method is used by most Tajik journalists in Europe for a refugee and asylum certificate. To them all means are acceptable.

In the case of pressure against the father of Humayiro Bakhtiyor and his imprisonment – his father is an ordinary teacher in Shahrinav district and is busy with his day-to-day activities. This is also true. Bakhtiyor said he called the police and invited him to return home. This is a lie, because the officer knows who he is and he never returns.

83 journalists were killed by Emomali Rahmon and his entourage. But when President Rahmon came to power, these journalists were already killed. Supposedly, Mahmadali Hait is a journalist. I also write articles sometimes, but I am not a journalist. Ata Khan Latifi, a prominent country journalist, was killed by IRPT members. The killers are known and are in prison. These facts are known. Please look at these issues objectively.

Unfortunately, the free space of the Republic of Tajikistan is used by interested individuals for its own benefit. The IRP and its allies are trying to exploit all conditions to their advantage. We did not see a healthy civil society in the OSCE area at all. At this session, the fireworks showcase the names of the different types of evidence that came the day before. Most of the organizations presented at this session have no structural ambitions or intentions than their current Governments.
