Today there are all conditions for media in Tajikistan. Regulatory and legal documents meet the modern requirements. There are no restrictions on the media sector and freedom of speech. Freedom of speech in Tajikistan is at the heart of democracy. There are more than a hundred foreign and domestic media outlets in Tajikistan, but some of them disseminate information provocatively.

Government measures are merely for the purpose of preventing false information and propagating extremist ideas. In the meantime, the situation in the work of journalists and the media sector can be stopped. For example, the Ozodagon and Pike websites have been suspended due to unsatisfactory activity and bankruptcy. Support for the idea of ​​terrorism and extremism by some media, particularly the promotion of these ideas by the IRP and Group 24, has led to the spread of harmful information among citizens. We do not deny that in some cases there is evidence of limited access to the media. However, the reason is technical and malfunctioning.

During the independence of the Republic of Tajikistan, civil war broke out. Some partners extended their support and assistance to Tajikistan, and some reacted maliciously. The role of the media in Tajikistan is impressive. As a journalist, I guarantee that journalists will not be separated from the state and the government until the media environment is disrupted. The journalist had the task of being a journalist and was understood in a way. But now some journalists have declared themselves independent. Journalism’s ethics is not respected during their work, which has led to the shutdown of the independent media. There is no analytical feature in independent media. When demanding to publish such articles, journalists refuse to appear, arguing that no one is citing, ignoring, or misinterpreting their work. As a result, independent journalists are spreading false, hacking, and provocative information.

In this case, the situation with the Arabs’ independent journalists is seen. Independent journalists are more likely than ever to use Arabic words that are not clear to the reader. Therefore, they lose the audience, which is not the fault of the Government of the Republic of Tajikistan.

MAHKAMOVA DILOROM (REPRESENTATIVE OF THE “KHOMA” PUBLIC ORGANIZATION)

I am a journalism teacher. I prepared several journalists. The trained journalists meet the internal and external requirements. There are all conditions for journalistic activity in Tajikistan. For pluralism, the Government of Tajikistan has taken effective measures and activated centers for collective media activity, training and exchange of experience. Journalists ‘Day is celebrated every year on May 2 with the aim to appreciate journalists as well as with the representatives of foreign corporations’ offices and international organizations in the Republic of Tajikistan. A journalist must be responsible and take on a great responsibility with his or her audience. The Government of Tajikistan takes effective steps to strengthen the work of journalists and the journalistic activity is constantly strengthening the foundations of domestic legislation.

VALIYEV INOYATULLOKHON (The SOMONIAN COMMUNITY OF KAZAKHSTAN SOMONI)

I am proud of living in the Republic of Kazakhstan. Kazakhstan, after 11 years, has managed to gather all the heads of the OSCE participating states into one hall. We, the Tajiks living in Kazakhstan, are grateful to the government and the people of this country. Kazakhstan has provided us with help during the difficult years of the civil war. The place provided accommodation. However, there is a power that is destructive to the Tajik people. The Islamic Renaissance Party is engaged in hostile anti-Tajik activities.

First of all, I would like to point out that access to information in the Republic of Tajikistan is fully provided and protected by state bodies. According to the current legislation of the Republic of Tajikistan, public authorities must provide an answer to a request within three days after the request of journalists. Also, twice a year, all authorities hold meetings and meetings with journalists and provide detailed answers to their questions.

In my previous speech, I stated that the support, dissemination and publication of information on the activities of terrorist and extremist organizations is prohibited in accordance with the legislation of the Republic of Tajikistan. Some independent media provide opportunities for the TTP and the extremist group Group 24 to campaign. Representatives of these terrorist and extremist organizations also participated in today’s session, behind the veil of the city. civil society and non-governmental organizations are seeking refuge and protection.

ZARIF ALIZODA

Following the 2015 parliamentary elections in Tajikistan, a number of changes were made to the electoral system. Some proposals were also made. A separate law on the work of election commissions has been developed and adopted in Tajikistan. The mandate of this commission has been expanded. The Electoral Commission is a permanent body. Representatives of all political parties participate as consultants. The law provides for the participation of independent and foreign representatives in the elections.

By 2020, parliamentary and presidential elections will be held in the Republic of Tajikistan. I would like to seize this opportunity to invite representatives of the OSCE / ODIHR and other international organizations to observe the election process.

Regarding the state of parliament and democracy, I would like to note that there are seven political parties in Tajikistan. Three of them have their representatives in parliament. There are also three factions in the Tajik parliament. Earlier, Group 24 recognized an extremist organization in accordance with a decision of the Supreme Court of the Republic of Tajikistan. Moreover, I would like to note that the insult of the Government of the Republic of Tajikistan at such a high-level meeting is impossible to use the words “fuer” with regard to the head of state. The area of ​​the meeting should not be converted into a vengeance.

During the speech of Ilhom Yakubov, the official delegation of Tajikistan once commented on the proposed procedure and made a list of the names of the speakers on the registration list.

After the speeches, the representatives of the Tajik delegation were moderated by the event moderator three times about the non-compliance of the speaker with the list.

I appreciate the invitation. I would like to note that our organization is young, but we have representative offices in 25 cities of the Russian Federation. The organization employs more than 25,000 people. As an independent organization, we depend on our vision and hold elections in Tajikistan.

In 2015, the Tajik people made their choice. The election was monitored by representatives from the West and the East, international organizations, including the OSCE, in order to meet international standards.

I want to point out that migrant workers have the opportunity to vote freely in designated points located in the Russian Federation. Where did the interest groups get the misinformation? They do not recognize international standards? Why do they put their own interests ahead of the national interests?

Our organization is independent and has its regulations. It operates freely and without restriction of our rights. We call on the OSCE to determine its assessment not based on questionable groups, but on the basis of independent sociological research. I would also like to check whether the organization has a prior record of registration.

I would like to note that there were three organizations represented in this room and that there is no democracy and transparent elections in Tajikistan.

I would like to note that these organizations are considered terrorist and extremist organizations in accordance with the legislation of the Republic of Tajikistan and their activities are prohibited in the country. At the same time, members of these terrorist and extremist organizations have come to Europe and changed their names and are now speaking on the platform.
