Tajikistan. The final collapse of the political and ideological platform PIVT

 

The final collapse of IPRT ‘s political-ideological platform, as a result of its leader ‘s extremely high ambitions

As you know, on September 9, 2018 in Warsaw, a certain part of the radical Tajik opposition abroad signed a declaration on the formation of a joint association – the National Alliance of Tajikistan (NAT). Mukhiddin Kabiri, chairman of the terrorist-extremist organization of the Islamic Revival Party (TEO IPR), banned in the Republic of Tajikistan, was elected head of the alliance.

 

Consultations on the establishment of NAT began in September 2015. However, due to the ambitions of the leader and the seemingly high importance of the IPR in the eyes of its supporters (due to the ban of the party), the members of the alliance reached a certain consensus only by September 2018. The process of unification on the basis of treaty obligations in order to achieve a common goal was facilitated by the fact that Tajikistan has already begun to prepare for the presidential elections to be held in November 2020.

With the exception of IPR, none of the three founders of NAT have real political power, social base or image among the population. It is clear that allies will in no way be able to influence the traditional radical policy of the IPR and will not be able to change its political and ideological ideals and goals. For this reason, the members of the alliance are jointly responsible for all the catastrophic consequences that may result from the illegal activities and belligerent strategy of the IPR led by M. Kabiria.

The main tasks of the National Alliance are “to protect the democratic legal and secular system in Tajikistan, to create and maintain conditions for the return to everyone of the right to freedom of speech, opinion, conscience, assembly and association.” “Tajikistan must be free, developed and independent, where human freedom must be a priority.”

Surprisingly, it is these goals that are reflected as the basic ideals of society in the Constitution of the State: “The Republic of Tajikistan is a sovereign, democratic, legal, secular and unitary State. Tajikistan is a social State whose policy is aimed at creating conditions that ensure decent life and free development of the person. ”

Therefore, the National Alliance ‘s stated objectives look like a screen for true and basic far-reaching goals.

Rauchan Temurien, one of the representatives of the NAT leadership, recently stated that secularism and democracy were the main condition for the existence of NAT. He noted that the population of Tajikistan after 70 years of existence of the USSR used to live and work in secular and sectoral conditions. Public opinion shows that the vast majority in Tajik society are supporters of the secularistic and democratic system.

But this position of one of the leaders of the National Alliance is fundamentally contrary to the original program goals and objectives of IPR. Experts point out that “it is impossible to imagine that IPR supporters have subscribed to these goals.”

The main internal problem of NAT Rashshan Temurien sees that the debate about the secular and democratic nature of future statehood is still not completely calmed down. He argues that some of the IPR supporters insist that there is not a tough enough political fight against the current regime. Thus, the members of the National Alliance have no consensus on the ideological issue.

The main achievement of NAT is the conduct of an active information campaign to discredit the activities of the authorities of Tajikistan, that is, its success in manipulating public consciousness.

The frankness of M. Kabiri clearly demonstrates that the aim to overthrow the constitutional order in the republic and is the essential driving force of NAT.

It is no coincidence that IPRT leader M. Kabiri argued a few years ago, expressing his sympathy for the Taliban, that the Taliban would push the leadership of Central Asia towards greater democracy. The Taliban is not talking about democracy, it is talking about Sharia law. ”

The founders of NAT repeat the same mistakes made by the Democratic Party of Tajikistan (PTA), the Trathez movement and Lajli Badakhshon in the early 1990s. Then these forces, believing in the IPR, merged with it into a single association, thus losing their political-ideological independence. Members of the clergy joined other opposition political forces during the February 1990 events and then the IPR. Using the sincere feeling and sacred faith of the population in religion, the party in a very short period of time, using its powerful social base, pushed its political allies to the background, ignoring and suppressing at the most infancy level national-patriotic and democratic political views and thoughts in society. In a power struggle in mid-1992, they initiated the outbreak of civil war in the country.

The main difference between the NAT and the United Tajik Opposition (UTO), R. Temurien, sees that the political forces that make up the NAT lack armed groups, and that the UTO all its constituent parts had armed groups. R. Timurien emphasizes and argues that, for example, supporters of the PTA led by Mahmoud adruzi Iskandarov were armed better than the rest. Each PTA fighter was equipped with 75 – ti kilogram American weapons. It is obvious that in modern conditions under, available powerful Western patrons Kabiri for IPR and NAT will not be the case for weapons. On the part of Afghanistan, IPR can be armed in a matter of days.

On the basis of the Agreement on the Restoration of Peace and Accord in Tajikistan, UTO representatives were allocated a 30% quota of public positions at all levels of government. But the leaders of the IPR distributed the vast majority of these positions to supporters of their party and divided the PTA, the Trathez and Lajli Badakhshon movements, which are full members of the UTO.

Beginning on January 18, 2019, Kabiri, as Chairman of NAT, regularly speaks on Facebook pages and answers questions from readers and viewers, the vast majority of whom disagree with the goals and ideology of IPR, are unhappy with its activities and Kabiri ‘s personal position.

Kabiri devoted much of his time in his regular appearances to advertising IPR and himself. All references during the conversation about the goals and software of NAT he often ignored and pursued his line of protection of his interests. The other three political forces, as small accompanying elements, are for him a symbolic screen of “legitimizing” illegal IPR activities. He claims that all his supporters know how to act at present, and in Hour “X” they will all receive additional instructions.

It follows from this statement by Kabiri that supporters of IPR within the country behave as a secret society and are managed through social networks from abroad.

It should be noted that the head of the IPR M. Kabiri himself acknowledges that in the early 1990s in the city of Astrakhan was one of the youngest delegates of the congress on the establishment of the Party of Islamic Revival of the USSR. He then already felt that religion and political power were the most powerful tools and ways of personal enrichment and influence in society. Therefore (as one of the founders of IPR in Tajikistan) Kabiri, along with other leaders and leaders of this party, is responsible for the tragic consequences of the activities of this party from the February 1990 events in Dushanbe, the initiation of the civil war in mid-1992 until the attempted military coup d ‘état in September 2015.

Kabiri openly acknowledges that he received considerable financial and material assistance from Pakistan, the Islamic Republic of Iran and other Islamic states. So far, Kabiri does not mind if Iran continues to provide IPR with financial assistance, although it has damaged friendly relations between Iran and Tajikistan.

The main sources of funding for IPR according to Kabiri are citizens of Tajikistan, both at home and abroad, including Russia and the European Union. He claims that the source of funding for IPR is of little importance to him. Kabiri seems willing to accept financial assistance even from those who produce and sell narcotic substances. Kabiri ‘s favorite phrase on the margins and private conversations reads, “If Afghanistan does not grow drug-containing plants, produce narcotic substances and sell them in other countries, the population of Tajikistan and Uzbekistan will die of hunger.”

After the closure of the IPR, many of its supporters openly speak to the media with regret that for many years they collected and sent significant funds to the leadership of the party, and do not know where and for what purposes their funds were used. They do not rule out that perhaps these huge sums of money were used both for the personal interests of its leader and other party leaders. Now the reason why Kabiri speaks with such pride and enthusiasm about his regular trips to the Russian Federation from Kaliningrad to Vladivostok is also clear. The main purpose of these trips, it turns out, was to promote radical religious ideas and raise money among Tajik migrant workers. It is no accident that our compatriots from Russia were in the ranks of ISIL in Syria and Iraq.

Kabiri likes to talk about his merits to the country, focusing on how he built schools and other institutions at his own expense in different parts of the country, in some year paid the 13th salary to 162 full-time employees of Majlisi namoyandagoni Majlisi Oliya of the Republic of Tajikistan.

The natural question arises: from what funds?

Reliable sources claim that following the signing of the Peace and Accord Agreement in 1997 and the allocation of the 30 per cent UTO quota, some of these posts have been sold by IPR management. It is no coincidence that some positions under this quota have been appointed individuals who do not correspond to official characteristics, who do not have the appropriate level of training, that is, incompetent people. In the future, they tried to convert the “political capital of the UTO” into material and financial wealth with maximum benefit. It now turns out that in the process of achieving peace and harmony in the country, the leadership of the IPR, and Kabiri himself, have achieved very significant “successes” in this direction.

The leader of the IPR, Mukhiddin Kabiri, had been grabbing a hospital with one hectare of land adjacent to it in the Rudaki area and other State facilities as early as 1999. IPR for 300 thousand and Kabiri, personally, for 500 thousand dollars purchased shares of Rogun HPP, etc.

Kabiri admits that he on Facebook and Yutuba does not want to conduct political debates with the famous Tajik opposition Dodojon Atovulloyev, citing that he has no journalistic experience. The head of the IPR knows perfectly well that this debate will end in complete failure for him. Although every politician, first of all, must be a public journalist and after have a firm political will, know economics, diplomacy, psychology, etc. The rejection of the dispute with Dodojon Atovulloyev testifies both to the weak political-ideological platform and position of the IPR, and to Kabiri himself.

Kabiri considers a coup or revolution, i.e. a military path, to be the only method of political struggle to take power in Tajikistan. Taking as a basis the methodology of the founders and followers of Marxism, in particular Lenin, the head of the IPR, at the same time, silences the dignity and achievements of the Soviet period of our country. Without the implementation of the Great October Revolution of 1917, it is impossible to imagine the emergence of a modern independent Republic of Tajikistan. Kabiri proposes to declare the heroes of the participants and leaders of the Basma movement. Openly and brazenly lies, and claims that there is no family in Tajikistan whose members were not repressed and killed during the period of Soviet rule.

The IPR still does not give up the forceful way of coming to power, and the goal of establishing an Islamic state in Tajikistan. Cabiria openly threatens the leaders of the Republic of Tajikistan that IPR did not show all the force and power yet and what she is capable of.

All members of the NAT community should know all sides of Kabiri ‘s political-ideological portrait in order not to become cannon meat in the activities of the banned IPR and not to be the ground to satisfy its exorbitant ambitions. This path of coming to power is fraught with great tragic dangers and consequences for Tajik statehood and the Tajik people.

Due to the lack of his own ideas, Kabiri regularly resorts to political-ideological plagiarism and the appropriation of other people ‘s intellectual property.

For example, the famous Tajik scientist, talented philosopher Hafiz Boboerov in 2017 prepared a social and political project on the prospects for the development of Tajikistan under the name “National Alliance.” It was this name that was used by the founders of NAT led by Kabiri on September 9, 2018. Kabiri claims that he agrees by 90 percent with the provisions and ideas of H. Boboerov ‘s socio-economic concept, but categorically rejects the fact of intellectual plagiarism of his name.

Kabiri does not agree with 10 percent of this scientific work. Apparently, he means the absence of a provision in it on the forced seizure of power and the declaration of Tajikistan as an Islamic State.

Thus, it can be said with confidence that the name NAT is a political-ideological plagiarism, illegal appropriation of foreign intellectual property and use of scientific authority of H. Bokoerov in the interests of IPR and personally Kabiri. And in the near past Kabiri himself and other leaders of IPR persecuted the scientist for his criticism of their activities and reactivity of their political and ideological platform.

Before the presidential elections in 2012, Kabiri and his supporters also similarly named the National Movement of Tajikistan (Chongbishi milli Tochikiston), of which I am chairman, and under this name created a website for the election propaganda of Kabiri as a presidential candidate of the Republic of Tajikistan.

Then I made a sharp statement about the illegality of plagiarism and the naming of this group. Can this material be found on the website of Radio Ozody, entitled “U” Chongbisha Millia Tochikiston, “has its” twin “appeared? Justice was done then, my voice was heard, and the site was quickly shut down.

Kabiri argues that times have passed in the modern world when it is necessary to develop any Programs and long-term Plans. Programs should be in every person ‘s hearts. When the people “believe and trust” them with power in the country, that ‘s when they will offer “accurate” their Program.

Dodojon Atovulloyev recently on his Facebook page to the question of his readers about his attitude to the leadership of Tajikistan with the utmost responsibility and frankness answered: “It will be better that I speak openly on this issue. In the event that a radical and reactionary political entity appears on the political horizon of our country and threatens the peace, stability and independence of our country, I will be on the side of President Emomali Rahmon. Tajikistan and its independence consider more valuable and higher than its own life, more sacred than all and everything. Under no circumstances and circumstances will I be on the side of those who at their discretion and desire try and want for everyone else to coat and stitch clothes so that everyone will be similar to them and follow their behavior. God forbid if someone has a chalm headgear or a tablecloth (dastarhan) will not be this color or trousers will be another form, etc. He is immediately declared the enemy of God and will find a fatwa and justifications to cut off his head! Categorically with such forces I will not. ”

Dododzhon Atovulloyev also notes that if such forces come to the power, then in the country of a stone he on a stone will not remain, the country will be filled in with the sea of blood. But all this does not mean that we should not speak out about the shortcomings of the country ‘s leadership, especially on socio-economic and other pressing political issues.

Over the past year, Kabiri, as chairman of NAT, has acted as a responsible international affairs worker for the United States and European Union countries. In his public statements on behalf of these countries, Kabiri regularly threatened the leadership of Tajikistan in a categorical form that sooner or later for miscalculation and infringement of the rights of his supporters, he would include them on sanctions lists, block their arrival in these countries and file them with the international court. His self-confident behavior shows that he has secured the firm support of certain special services of Western countries and voices the text of his foreign patrons.

In other words, Kabiri declared a cold war on Tajikistan ‘s leadership, and this war could turn hot at any moment, with serious consequences for the country.

Kabiri, taking part in the National Reconciliation Commission (PNC) after the signing of the Agreement for Peace and Accord in Tajikistan, was the closest associate, adviser and confidant of the founder of IPRT, the late Said Abdullo Nuri. He had great psychological influence on him and perhaps many decisions were made by him on the basis of Kabiri ‘s advice and clues.

In June, 1999 in the course of preparation for a referendum on introduction of additions and changes in the Constitution of RT from political parties and movements which were not a part of KNP the Advisory Board (AB) was organized. Prevention not of democratic additions and changes in the Constitution of the country was a main objective of KS. Before holding a referendum in September, 1999 Advisory Board together with the manual of IPR reached agreement that in preparation of laws on the choice of Majlisi Oly and the President will work jointly. But before holding a referendum of IPR perfidiously betrayed the interests of KS and rejected sentences on change and addition in the Constitution.

Let’s note that IPR could legalize only on August 12, 1999 the activity. At presidential elections in November, 1999 IPR at the congress as the presidential candidate nominated Davlat Usmon. In spite of the fact that the candidate boycotted these elections, he was registered by Central Election Commission as the candidate of IPR. The protocol signed on the eve of elections and also the arrangement between Said Abdullah Nouri and the president Emomalii Rakhmonov formed the basis for registration.

In the election day, already at 11:00 o’clock in the morning, Said made Abdullah Nouri the statement for recognition of presidential elections democratic and free, and focused attention that what would not be their results, the manual of IPR recognizes them.

As a result of elections the presidential candidate from IPR received only 2% of votes.

In the course of preparation and holding a referendum in September and presidential elections in November, 1999 the manual of IPR for the purpose of protection of the interests not only was betrayed by the interests of other political parties and movements, but also interfered that the political events, vital for the country, were held in the democratic way. On the contrary, the manual of IPR was trampled by bases of democratic culture and political justice in the country.

And today the question is on the agenda: whether it is possible to entrust to manage the country of such batch and to its leader Cabiria? The answer is unambiguous:” Is not present! IPR is not credible the feasibility study!”

The US Ambassador Richard Hougland at a meeting from Cabiria said on November 22, 2005 that the U.S. Secretary of State Condoleezza Rice transferred to the government of Tajikistan about a wish of the USA to see IPR on the political scene of the country resistant and active. He writes that Cabiria it is that “the politician who needs field of activity, but Rakhmonov will not give such chance to it”. For this reason the West should think of safer ways of its support and the presentation which should not be limited only to seminars and conferences.

As early as 2005, the West, represented by the US leadership, chose M. Kabiri as a counterweight to the leadership of Tajikistan and the anti-Iranian agent for far-reaching geopolitical interests in the CA.

Since 2010, the IPR, with apparently the support of the United States, has begun to implement new tactics aimed at turning Islamic society in the country into an Islamic state.

After failing in the February 2015 Majlisi Namoyandagon elections, IPR leader M. Kabiri left Tajikistan. He already had guaranteed support from certain forces in Western countries. Exaggerating his authority and his financial, political and military-force capabilities, Kabiri actually misled the IPR Political Council. Members of the Political Council became hostages to his false promises.

On June 27, 2015, the IPR Political Council sent a provocative-ultimatic appeal to President Emomali Rahmon, saying: “Undoubtedly, responsibility for all this negative situation will lie with the Government, first of all with you, Your Excellency, as its leader.”

In his interviews in the media regarding this appeal, the leader of IPRT M. Kabiri notes: “The authorities need a small but victorious war.”

Given the ultimatic and belligerent nature of the IPR leadership ‘s remarks, in his speech on National Unity Day on 27 June 2015, President Emomali Rahmon responded to them in a very tough form: “The glorious people of Tajikistan will never forget the treacherous acts of some groups and persons who in the early 1990s drew the Motherland of our ancestors into bloodshed and our newly independent country into the flame of war.”

Because of the impudent, aggressive, menacing statements of the leaders, heads and activists of regional cells of IPR said that “Islam does not need political party”, and gradually began to leave ranks of the party, declaring the termination of activity of its regional cells. On their part, there was a demand: to close the activities of IPR in the country.

The process of withdrawal of IPRT members from its ranks has further intensified, and the organization has lost its status as a political party.

The IPR Political Council brought its confrontation with the leadership of the country to a critically dangerous level, before the attempt of the state revolution in September 2015 by General Abduhalim Nazarov. And the latter is the closure and prohibition of IPR on the territory of Tajikistan.

The events in September 2015 surrounding the IPR gave Americans and Europeans new arguments for pressuring Tajikistan ‘s government. They did not hide that, in addition to security and economic issues, they were concerned about supporting freedom of speech and human rights in the Republic.

It was since September 2015, as a great strategist for the promotion of personal interests, that Kabiri, having seen the collapse of his own policy in the leadership of the party, which led to the closure of the IPR and the condemnation of the members of the Political Council, sought a spare political airfield and began negotiations with other political groups on the establishment of the NAT.

Apparently, the United States and the EU consider M. Kabiri as a leader in the upcoming presidential elections in the Republic of Tajikistan, on which one can bet in case of chaotic situation in the republic.

Kabiri ‘s belligerent rhetoric has recently led some of his supporters to speak openly on the internet pages, breaking the legitimate boundaries of political propaganda among the population. They openly advocate the overthrow of power in Tajikistan and the establishment of Sharia norms of government.

On the basis of the survey in the 1990s and on the basis of the analysis of events, it is possible to draw a clear conclusion: due to the extremely high ambitions of the leader of the IPR, M. Kabiri, whose purpose is to achieve hidden self-interest by influencing and manipulating public consciousness, this party has finally become a political and ideological bankruptcy.

As long as the silhouette of IPR and its sinister leader Kabiri is on the political horizon of Tajikistan under the mask of a spiritual leader, there remains a threat of destabilization of the social and political situation, attempts at state revolution and establishment of an Islamic state in the country.

Therefore, Tajikistan currently needs constructive, democratic opposition, which, without any kind of tricks and conditions, stands in the position of a secular democratic State, where power belongs to full citizens, and spiritual and moral, national, socio-economic, family relations and institutions that satisfy the interests of the individual and society as a whole remain.

The sound, secular and democratically minded political groups and founders of the National Alliance need to dissolve themselves as soon as possible. For, the political past of the IPR and the personal qualities of its leadership, Kabiri, who declared the Cold War to the leadership of the country, continues to stand in the position of radicalism and change of power not democratically, under certain circumstances for its benefit and the realization of the main goal of IPRT will betray its political allies on NAT without a look.
